Having said the above, it is advisable not to paint a group portrait with too broad a brush. Oversimplification or overgeneralization only leads to distortion of the resulting picture. Without further details about your particular encounter with one Chinese hiring manager's no-show at the appointed time, it is hard to say whether any mitigating circumstances existed that would have lessened the deplorableness of his seemingly unprofessional behavior as you described. Still, if the alleged did happen, it is highly unusual that the guilty party does not offer up an explanation, if not apology, of some sort.
Regardless of national or ethnic origin, managers worth their salt did not get to where they are for nothing. Those who are not, you can just look pass them - they won’t last very long.
