1) you are not qualify for the job you are interviewed for, but they still think that you are a contributor. So they offer you another opportunity.

2) Salary issue. They cannot offer your current salary, that is why they want the Hiring manager to talk to you again and get your opinion with another position. if you take the one, then more interview to come. if not, then they will reset your expectation and have the HR manager to talk to you.
