How to write a cold call letter? (you suggestion)

I submitted my CV through the corporate website but got no response. I'm really interested in this position, plus, there are not many job opportunities available. Somehow, I figured out the contact information of the hiring manager. Do you have suggestions on how to write a letter directly to the hiring manager? Will he get offended that I write such a cold call letter? You advice will appreciated.
