The first Chinese is more a junior. He might not understand how companies run in USA. So I would like to show him how to be a professional. And I did. It is frustrating sometimes since he had to be reminded several times for the same types of issue. He was not fast to get it.
The second Chinese is another story. He actually knew it. He had been working in the industry in USA for more than 10 years. He was not dumb at all. In that sense, I really didn't need to talk to him. He should know the risk of his behavior. I can't help wondering if he would do the same if I were not Chinese.
As for communication, English as a second language is at most a minor issue. I would rather use the phrase, effective communication. The purpose is to coordinate the resources, including people, inside a team and between teams to make the whole process more efficient. Here, the team include your boss who you directly report to, who can be regarded as a team by himself/herself.
It depends.
