1. Draft a plan, with mid review deadline, and final deadline.
2. Talk face-to-face with him/her about the plan. Send an e-mail RIGHT after the meeting with the plan attached. Say something like: Dear ..., I am glad that we just talked about details of such and such....Put a line at the end of the e-mail like: I will meet with you about the progress of the project on..." CC all involved colleagues and boss to make it like a group project so that he/she is part of the chain.
3. If he/she doesn't do it, follow up closely, and let him/her know you are flexible for a couple of times, but not always. Play the "team trick" so that you can say the other team members depend on his part being finished.
