can you contact the hiring manager directly?

If yes, you can let him/her know your dilemma and preference. HR sometimes can be heavily influenced by the hiring manager and it's also easier for you to develop a personal level conversation with the hiring manager, if he/she really wants to hire you.

HR folks very often are just following company rules, while the hiring manager can sometimes "bend" rules if necessary.
