Please make a good judgement

I have a friend, whose former boss' boss did not appreciate her skills and she received a poor performance evaluation last year.She thought her boss' boss' boss appreciated her work and went directly to talk to him. It did not work because the person who is really higher up did not really know her. She switched to a different group last year and now her direct boss does not appreciate her work and she received a poor performance evaluation again. I encourage her to look for different employer because there is no way she could thrive in this company.

I think you really need to make a good judgement as to whether the person really knows her work (if yes, I am wondering how)
