Is this a "NO"?

I was surprised to receive the replied email from the hiring manager yesterday:

Hi XX,
We're discussing candidates today and I should be able to let you know on Monday.
Thanks,
XXX


Is this a generous "NO"? If I were accepted, should he tell me yesterday? I was interviewed last Thursday and he told me that I should know the decision this week. So desperate...
