Your managers case with chinese in another company sounds familiar. I heard similar case in other companies between employee and manager even both are americans. It is the problem of your manager. Unfortunately, he thinks only chinese will do such thing. However, the person I knew tried to manage the situation because he doesn't want to lose his job.
