Simple question will decide what you shoud do..

who will do performance review to those two guys at the end of year?

If it's your boss, you just treat the two guy like colleagues, not your subsidiaries.

If it's you, then get the tasks you need them to do in writing and dare them not to follow.

You should not be upset about this unless they are a thread to your performance (in case you can finish work in time).
