Some managers are very weak in bargaining with upper management and peer managers, thus, they have to take those dirty jobs and push them to the subordinates. They are unable to get more headcount, they are unable to push dirty jobs that shouldn't belong to the group to other groups that should take, they are unable to fight benefits for their subordinates.

It is very tough to work for this type of managers. Unfortunately, many Chinese mangers are this type.對上唯唯諾諾，對下苛扣斤兩。
