Oracle databases are often used by large companies (my company is a large one with 30,000 more employees, and we use Oracle on Sun Platform, that's really expensive). Small companies unlikely use Oracle as database systems due to cost.
I think it's very hard to get an Oracle DBA job if you only have a certificate.
SQL could means two different things:
1) Microsoft SQL server;
2) SQL - Structural Query Language which is used by all realtional database systems such as Oracle , SQL Server, MySQl, etc.. SQL is not a stand-alone language.
