Delayed plan/action led to unsatisfatory results

What I meant by the subject line is this: Your thinking about doing something about last year's appraisal was one year too late.

Let me be clear, the purpose of doing something about last year's appraisal was not to influence your supervisor/manager to change his/her appraisal of you. Rather, it would be to solicit your supervisor/manager's help to get yourself off to a good start to securing a better/improved appraisal this year.

Since you did not seem to have taken that course of action one year ago, it is just a bit late at this point to contemplate anything that would materially help you with your appraisal this year.

All is not lost, of course. For instance, you can start the process you should have started a year ago: Ask your supervisor/manager what you need to do/improve for him/her to give you a "fair" rating (as you see it), and do so professionally. As the year progresses, update your supervisor/manager with what you have done along the lines suggested, and what the positive results are. If you do that, it would be hard for your supervisor/manager not to give you a fair rating one year from now.
