I think you may need more experience. If you expect the hiring manager to tell you the whole truth then you are naive in a way that MGMT may not be the right place for you. At that level people are very friendly at face level to each other. Wordings are very carefully selected and every comment is made in a very subtle way so that they do not get into conflict or confrontation with each other. So yoru feeling good may not mean much. But don't feel bad either. Maybe it is just one of the other candidates happen to know one of the executives. The world is very small. They are all buddy-buddy high up there.
I think there is really no good or bad time for getting management position. This market certainly is bad but more importantly it is your qualification, your connection, network etc. Salary cut is not a big drive for a high level position.
