Be careful here

It's not necessarily true that the chance of being laid off will be lower. It depends on how you and A,B bosses work it out. Generally it is not recommended to do the work of another department. If you don't handle it properly, both A and B bosses could complain. And when the massive layoff really comes, it is possible that neither A nor B will think you are part of them. That's the worst thing you should avoid. So if you want to transfer, better transfer completely (be very very sure your current project in A will end very soon and double confirm there will be no more); otherwise better stay where you are.

I am only talking from the perspective of "working for 2 departments", of course there are many factors in your case and other people already mentioned.
