據新加坡《聯合早報》援引法新社報道，印度為保護本國低技能工人和取締外來人員避稅而實施的外勞驅逐令10月31日晚午夜到期，數萬名外國工人，特別是中國勞工將受影響。

　　這一變動將影響持商務簽證在印度工作的外國人。根據新條例，商務簽證將保留給人數較少、職位較高的執行人員、貿易顧問和其他專家。

　　不符合新標準的外國人必須在10月31日午夜離境，隻有重新取得全職就業準證後，才能再回印度工作。

　　內政部長皮萊本周說：“如果外國人在印度受雇用，他必須持有正確的簽證。”

　　目前還不清楚多少人會受到影響，有關專家估計可能多達數萬人。

　　孟買KPMG谘詢公司的薩卡說，他認為這項較為嚴苛的規定是要把外國人趕出低技能的工作領域。薩卡說：“對來印度的低技能工人有了較多的限製。”

　　移民律師喬特尼也說，有關規定是針對免稅的外國人。

　　根據以前的規定，持有商務簽證的外國員工六個月內不用交稅。在孟買LawQuest律師事務所的喬特尼說：“問題是，公司把這些人帶進來，在六個月內送他們回國，然後再招進一批新人。如此一來，政府什麽也得不到。”

　　印度媒體說，深受取締令打擊的是2萬5000名目前在印度電力、通訊和石油領域工作的中國人。

　　在北部的喜馬偕爾州，因為承包商雇用的大約100名中國人必須離境，一項主要的道路工程被迫停工了。
