I would have talked to the VP long time ago.

Focus on your pain and suffering, discuss your desire to have a productive environment, point out the fact that you had an offer to transfer to another team but decided to contribute to her group (without making it a threat), and ask what she can do for you.
An important thing to remember is to describe "your story" without accusing others. Just state the facts, and discuss what you feel, what you want and ask for her help.
I think she would do something very quickly.
