Some suggestions

How well do you normally interact with your direct boss(another indian guy) and how's the relationship between the two indians? It's common that indians protect each other against especially chinese coworkers. You may end up backfire if you just talk to the direct boss but he decide to play down on the issue, refreign the other indian for while (will tell you he has warned that guy) and try to find some other way in the future to get you out of the group . You have to remember that it is against his personal advantages in the company to have such issue raised in his group.

I would suggest collecting some evidences, secure a few witness and then send a formal e-mail to direct boss, the boss' boss and HR. The company is required by law to take it seriously in order to avoid possible lawsuit against it by you.

I am not sure the culture in you work place. But always keep records of such complaint in case of work place retaliations.
