How to withdraw an accepted offer?

What should I do now? Does anybody know how to handle this situation?

I lost job for 2 months and found a position in another city. I was preparing to start the new job. But today I receive another local offer. Of course I don't want to move if possible. However how could I refuse the accepted offer?

Please advise.
