Will the CEO deny the offer?

I had the verbal offer already after 8 people interviewed me. However, CEO wanted to meet me before signing the offer letter. Today, I talked to CEO but I did not get any sign of his opinion. The last word from the CEO is:"Thank you for your time". The hiring manager told me to wait until the end of tomorrow. It is a very strange hiring process.
