是否與HR談談這件事，it depends....

You have the freedom to make any comment about your review, whether you agree or disagree your manager's review.
You go talk with HR if you are not happy with your manager's decision.
You do not need talk with HR if you feel you do not need to .
If you feel something is not fair for you, you talk to your manager first, then, if things do not change, then you go talk with higher level and HR. (And you let your manager know you are going to talk to HR.)
You do not need quit job for such a small thing.
You stay in yoru job, you be happy everyday because you are enjoy the freedom you have and use the right you have.
