Hill, I think you may want to talk to your direct boss get her advice. I feel weird that she said "sorry" to you after giving that review. It sounds like she does not think it is fair either. You mentioned that you argued with her for about 3 hours. Maybe under that situation, she was wearing her manager hat and could not tell you her personal ideas. If possible, you may want to have lunch with her, as a friend, sharing your frustration, and asking for her advice. Really just my 2 cents. Good luck!
