I am not a 前輩, and do not work for IT industry.

In the industry where I work, we usually have a project managing tool/several tools to manage a large-scale project.

Especially in the early phase of the project development, we usually engage decision makers, stakeholders, project members on business objectives, deliverables, and development road, tasks, and team alignment and so on, which involve a lot of communications. The issue you have is the team alignment.

In U.S. business culture, communication is one of the key ways to have your team aligned. You may have a small scale team meeting / meetings (the members who will work based on his functin spec.) to analyse the workflow and task connection, mimic the development results based on his spec. And also listen to his analysis of project development based on his function spec. Always try to facilitate a 2-way communication.

Note that discussion is towards issue rather person.
