I do not see the henomenon you mentioned here. In most cases, whether you can move up in a western company is determined by the whites, who are the majority and hold most power, not the Chinese. That's why there is glass-ceiling for Chinese in the US.

Remeber, the Chinese you assume having a lot of power may in fact in a survival mode. He may 自顧不暇.
