I guess it is too short a time for you to build up relationship with your boss so that you can ask him directly what is going on. Or you simply just ask. Does not hurt right?
Depends on how they will terminate you. You may not be able to get severance. I do not think it matters if you quit or being terminated. just tell your future employer that they have to cut back on wrok force to survive.
