at this time. For financial staff, we tend to recruit new graduates from universities and so do not really care if you have an accounting designation. For senior level jobs (in the federal the salary range for senior accountants at FI-03 level is approximately from $70k to $95k) the competition is very tough. It would be very difficult to get this job if you do not have government experience, because you will be competing with a lot of candidates who have worked in the government for several years, and also have a designation (in the government they do not care if you are CA, CMA or CGA; in the private sector a CA will have more advantage especially in accounting firms). Of course you can always try. The website is www.jobs.gc.ca
Good luck!
The Canada Federal Government does not have much openning
