this is just my opinion. And I think you are trying to open a can of worm.... I will not say anything to his boss, and just cooperate 100% on the current project.Sometimes getting alone with that project leader is much more important that the project (maybe not make any sense to you)

Sometimes proposals fail. We had 8 capital proposals for 2009 and only one got money. That's my project. and now the management cut it again due to capital constrain for this year. Everyone is in survive mode, including your boss and his boss. Better not jump out with this nonsense in the workplace.
