Show confidence first

I had the same problem. my own boss is exemplary in that sense. Basically for start, you call the meeting, give out an agenda and when time is up, just raise your voice say sth liek"can we start now?" " may I have your attention" etc. to catch attention and put small talks to a stop. during the meeting you need to make sure the discussion is focused on the topic. many times it can get off track. You need to get it back by again raising your voice a little and tell them to get back to topic. by the end summarize what has been discussed and even give an action plan for next steps.
