Technical staff are actually not that important to a company. Unfortunately we only learn this through the hard way. people who know how to manage up and manage down are the ones company need most. learned this hard way myself.
I have one colleague who can't deliver his work but knows how to build up relationships with sr management. even though he can't deliver, he is still praised. The job? They let him hire other people to do.
In contrast, people who spent time on actual work are not suitable to be "people manager" And no need to get more people since the work was done with minimal resource.
lesson learned: it is better not to deliver as far as you can make it look like someone else's fault such as no resource, no money, no time. etc.
