if you are willing to pay for DBA training

why not go to a number of other training courses offered by other training companies that don't have any binding terms? Why even bother with an ICC?

To me, these ICCs are doing good business, don't you think? They sell you training services, and if you don't work for them, they keep the training fee, if you do work for them, the training fee is nothing. And who's to guarantee you that they'd have 500 hours of business for you? And if they can't find projects for you, I suppose they keep the training fee since you will not have worked 500 hours for them.
