No!

Nobody (civilian, not an officer authorized by law) has the right to take the life of another person (if his own life/property is not under threat), in particular, take the life of kids? Com'on! That's wired.

I could make light comments, but as a matter, this is a criminal thing though -- although the whole thing is over as the man himself is done (that terminates everything, and life gets to move on again, not like the Chinese man who killed Indians, Chinese girls.... but stays alive afterwards, then needs to face the criminal law!)
