我總， capital gain tax is another form of property tax

on certain asset you controlled. 

“To treat capital transactions as income is to diminish wealth created through savings, and to, therefore, discourage savings.”

To make it furtehr, treat capital gain tax as income tax, you basically  lowers the real returns for risk-taking, discouraging risk-taking.   For your information, risk is necessary for economic growth.
