China is behind more than 61 years than US in water resource and flood protection engineering? China is the best country in this area. Houston suffered from flood many times and it would not happened again and again in China.
The flood problem in city in China came from the separation of 2 government departments. Department of water resource is responsible for the water resource and flood protection enginnering but department of housing and urban is responsible for the city. 2 departmens never cooperates well.
Another issue is the designing standard. In north China, arid has been the serious problem all the time. So people do not pay much attention to flooding problem. The big rain in Beijing rarely happens. It does not mean the designing standard for flooding protection engineering should be so high with hugh cost.
Actually the north China would welcome such a big rain because most of the reserviors are full now.
