N.E. US, winter road is slippery. So the car manufacturers advise the drivers to use 2nd gear to start from still when traction is low. Otherwise, too much torque from the 1st gear only will cause the wheels to spin on the snow. Maybe the cars in your region are designed differently. I have no idea.
