征求建議： Inspection fail

For the year 1996 or newer car, we cannot have engine light on before the inspection. The code is P0741-Torque converter clutch circuit performance or stuck off. The code is not the problem. The car can drive with the engine light on for 3-4 years. The problem is I cannot transfer the title if I cannot pass the inspection.

Here some options I have:
1. Spend $150 and get waver if they cannot fix or too expensive to fix. But to check the problem, they ask me for $89+tax. Also I have to go the shop on the state list.

2. Go to the shop where is not on the state list. To check the problem is free. It will cost $1200 to change the transmission. The mile on my car is 255000. It is very high. He said since the mile is too high, it si good to change a transmission.

3. Find some shop that can fix the transmission. But I am not sure it is worth to fix or not.
