As I said I doubt it's what caused the accidents. And ceramic brakes (pioneered by Porsche, now used on many high-end cars) are almost fade-proof. From this fact I claim that those manufacturers that are willing to do the extra R&D in search for fade-proof brakes probably also build in higher heat tolerances into their regular brakes. So even if you were right that those Toyota problems arose out of brake fade, I would still fault Toyota for not building that extra safety margin. But then again, we know Toyota wouldn't do that because it's not an innovative company (see my other posts and I won't beat a dead horse here), and what drives innovation is always the desire to squeeze out more margin. Toyota's corporate culture is to squeeze out profit margins, but for other types (performance, safety) it's content to follow the herd.
