marriage license可以譯為結婚許可證。

marriage certificate 結婚證書

結婚許可證在簽發一天後起效，有效期60天。

許可證失效期：whatever the date on the paper, don't invent new stuff.

You can have some official include a government document explaining marriage license and marriage certificate in IL, and translate that too.
