敬請指教: 能否給和前妻生的女兒辦父子團聚移民?

本人有美國綠卡，有一19歲女兒在國內，和前妻生的,
協議離婚由前妻撫養，本人付生活費。

綠卡是在離婚多年後拿到的，想把女兒辦到美國，前妻完全同意。

這種情況能否給女兒辦父子團聚移民？
問了幾家律師，說法不一，
敬請明白人指教。
