I got it. I was thinking about the I-130 directly.

I am not sure if I-140 is sooner or I-130 is. There is a major back log in the USCIS. She might well pass 21 when this move to Guangzhou. Issue also regarding if the divorce is final when I-140 is approved. If the kid's name is listed. etc..... If the kid is under 16, your way is better. If she is 19, I think I-130 is more suitable.

If he has green card for awhile, why not just I-130. This is more direct and less chance go wrong.
