關於SSI

請教 ：
母親在美9年綠卡，申請SSI和Medicand是否合法。她聽人講在美生活的老人有這福利，可是我們邦她申請兩次都被拒絕。另如果申請加入公民，可否免考試或用母語中文考，她已滿76歲。請教有知道這樣情況的邦忙解釋，多謝
