LLC

If I have two rental houses, one has loss, and one has gain.  Occording to IRS rules, I have to pay the tax on the gain while can't deduct the loss (passive income).  Are I right? 

In this case, should I put the two houses into a LLC so that the gain and the loss cancel each other?
