Mostly not. PM's action will be strictly based on reporting/responding basis.

If tenant reports an issue, The PM will be responsible for responding timely and properly, sometimes getting your direction (i.e., major issue or $ exceeds limit).

For building code/rental act compliance, he simply will hire a licensed inspector to do the inspection and shoulder over the responsibility to the inspector. Of course, you pay for the inspector, and for PM's extra service for doing this, if it is not his normal responsibility.

PM does not live in the property; he is not responsible for identifying problems for you. His job is to respond on your behalf when some problem is reported.

To sue PM together with landlord is the technique in legal world; however, ultimately landlord will bear the consequences, if the PM acts according to the PM agreement.
