關於擴大“清潔網絡計劃”以保護美國資產的公告

“清潔網絡計劃”是特朗普政府為保護美國公民的隱私和美國公司最敏感的信息，使其免受中國共產黨等惡意行為者的侵略性入侵而采取的綜合性策略。今天，我宣布在“清潔網絡計劃”中，啟動五個新工作路線，以保護美國的關鍵電信和技術基礎設施。

這五個新工作路線植根於國際公認的數字信任方麵的標準，並建立在2020年4月29日宣布的“5G清潔道路”計劃的基礎上，以保護在連接美國海外外交設施的5G網絡及美國境內5G網絡中所傳輸的數據的安全。

“清潔網絡計劃”的五個新工作路線如下：

——清潔的運營商。確保不受信任的中華人民共和國（PRC）的運營商不與美國電信網絡相連接。這些公司對美國國家安全構成威脅，不應提供往返美國的國際電信服務。

——清潔的應用商店。從美國移動應用商店中刪除不受信任的應用程序。中國的應用程序威脅我們的隱私，擴散病毒，開展政治宣傳和傳播虛假信息。美國人最敏感的個人和商業信息應當在移動終端上得到保護，以免被中國共產黨所利用和竊取。

——清潔的移動應用。防止不受信任的中國智能手機製造商通過應用商店預裝，或以其他方式提供下載受信任的應用。華為作為中國監控式國家的一個分支，正在利用美國和外國領先公司所產出的創新和所擁有的聲譽來推廣自身的產品。這些公司應該從華為的應用商店中刪除他們的應用程序，以確保他們沒有與人權侵犯者合作。

——清潔的雲。防止美國公民最敏感的個人信息和我們企業最寶貴的知識產權，包括COVID-19疫苗研究，在特定的雲端係統中存儲和處理，如果我們的外國對手能夠通過阿裏巴巴、百度和騰訊等公司訪問這些特定的雲端係統的話。

——清潔的光纜。確保我國與全球互聯網相連接的海底光纜不會大範圍地被中國破壞以用於收集情報。我們還將與國外的夥伴開展合作，確保世界各地的海底電纜不會同樣受到破壞。

“清潔網絡計劃”的勢頭正在逐漸壯大。現在有30多個國家和地區成為“清潔國家”，許多世界上最大的電信公司都是“清潔電信公司”。這些公司都承諾在其“清潔網絡”中隻使用值得信賴的供應商。

美國呼籲我們的盟友和世界各地的政府和業界夥伴加入到日益成勢的潮流中來，保護我們的數據不受中共監控式國家和其他惡意實體的侵害。圍繞我們公民的數據建立一個“清潔堡壘”，將確保我們所有國家的安全。（完）

 

Announcing the Expansion of the Clean Network to Safeguard America’s Assets

The Clean Network program is the Trump Administration’s comprehensive approach to guarding our citizens’ privacy and our companies’ most sensitive information from aggressive intrusions by malign actors, such as  . Today, I am announcing the launch of five new lines of effort to protect America’s critical telecommunications and technology infrastructure.

These programs are rooted in internationally accepted digital trust standards and built upon the 5G Clean Path initiative, announced on April 29, 2020, to secure data traveling on 5G networks into U.S. diplomatic facilities overseas and within the United States.

The five new lines of effort for the Clean Network are as follows:

• Clean Carrier: To ensure untrusted        carriers are not connected with U.S. telecommunications networks. Such companies pose a danger to U.S. national security and should not provide international telecommunications services to and from the United States.

• Clean Store: To remove untrusted applications from U.S. mobile app stores. C apps threaten our privacy, proliferate viruses, and spread propaganda and disinformation. American’s most sensitive personal and business information must be protected on their mobile phones from exploitation and theft for the C’s benefit.

• Clean Apps: To prevent untrusted     smartphone manufacturers from pre-installing –or otherwise making available for download – trusted apps on their apps store. H W, an arm of the    surveillance state, is trading on the innovations and reputations of leading U.S. and foreign companies. These companies should remove their apps from H W’s app store to ensure they are not partnering with a human rights abuser.

• Clean Cloud: To prevent U.S. citizens’ most sensitive personal information and our businesses’ most valuable intellectual property, including COVID-19 vaccine research, from being stored and processed on cloud-based systems accessible to our foreign adversaries through companies such as Alibaba, Baidu, and Tencent.

• Clean Cable: To ensure the undersea cables connecting our country to the global internet are not subverted for intelligence gathering by the         at hyper scale. We will also work with foreign partners to ensure that undersea cables around the world aren’t similarly subject to compromise.

Momentum for the Clean Network program is growing. More than thirty countries and territories are now Clean Countries, and many of the world’s biggest telecommunications companies are Clean Telcos. All have committed to exclusively using trusted vendors in their Clean Networks.

The United States calls on our allies and partners in government and industry around the world to join the growing tide to secure our data from the      surveillance state and other malign entities. Building a Clean fortress around our citizens’ data will ensure all of our nations’ security.

 

 

中國外交部回應:典型的霸道行徑

 

在今日外交部例行記者會上，外交部發言人汪文斌回應此事稱，蓬佩奧等美國政客一再以維護國家安全為借口，濫用國家力量打壓遏製中國高科技企業，中方對此堅決反對。美方有關做法根本沒有任何事實依據，完全是惡意抹黑和政治操弄，其實質是要維護自身的高科技壟斷地位，完全違背市場原則和國際經貿規則，嚴重威脅全球產業鏈供應鏈安全，是典型的霸道行徑。

 

汪文斌強調，許多目前被美單邊製裁的中國企業都是無辜的，他們的技術和產品也是安全的，從來沒有發生過一起類似“斯諾登事件”“維基解密”的網絡安全事件，也沒有發生過一起類似“棱鏡門”“方程式組織”“梯隊係統”的網絡監聽監視行為。美國自身滿身汙跡，卻大談什麽“清潔網絡”，這純屬荒謬可笑。

 

汪文斌說，我們敦促美方糾正錯誤做法，為各國企業開展正常經貿合作創造條件，還世界一個自由、開放、安全的網絡空間。中國將繼續與世界各國一道，共同維護公平、公正、開放、非歧視的營商環境，促進國際科技交流與合作，讓安全、可靠、優質的信息技術為全球經濟複蘇和各國人民美好生活提供新的動力。

 

8月5日，國務委員兼外交部長王毅在接受新華社記者采訪時也強調，包括華為在內，許多目前被美國單邊製裁的中國企業都是無辜的，他們的技術和產品也是安全的，從未對任何一個國家造成危害。反而是“棱鏡門”“梯隊係統”這樣的醜聞背後都有美國的影子，美國在全世界竊聽、監控其他國家的不良行徑已是世人皆知。美國並沒有資格打造什麽“清潔國家聯盟”，因為它自己早已滿身汙跡。
