No! Where is the preschool? In USA? That's unthinkable!
Some elementary schools will insist to maintain that they have the right to corporal punishment--that'll be excuted by the principal with a witness, not an ordinary teacher, and they would have to notify parents about their "disciplining" afterwards.
Corporal punishment can easily become child abuse which is a crime. That's why schools nowadays use it rarely, and none to preschoolers.
