Emergency! Hit by a police car

There are 2 white stop lines on the ground when i reached an intersection at a "T" street, i was to turn right after i stopped. I almost fully stopped at the first stop line and then started moving, suddenlly i found a police car was following me and i found there is a second white stop line adead, i didn't know whether the police officer saw me stopping at the first line so i stopped again at the second stop line, after i started moving a little bit the police car hit the left rear of my car.(he was to turn left at that time). I didn't see any incoming cars when i stopped the second time.
I asked the policeman what happened, he told me both of us stopped at the first stop line, but when i stopped the second time, he was watching the road on his left hand side to see whether there was incoming vehcles so didn't see my stopping, and then hit me.The rear of both cars were damaged. (Later when i went home i figured out that the hitting officer was not sure wether i stopped the second time so he lured me to say i stopped the second time).
After a while an investigating officer came and took some pictures and measures. The investigating officer asked me where was the incoming car when i made the second stop, i told him an incoming car is in a not far distance. Actually, incoming cars are far away when i was hit. I was afraid if i told him the truth, he would think it was my fault.
In the end the investgating officer said i was free to go and i should call my insurance company about this accident, and my insuarance company will arrange to have my car repaired. He said it was not my fault so my insuance premium will not rise.
My questions:
1.The hitting police officer must have seen that there was no incoming cars and then proceeded so that he hit me or else he would have stopped if there had been incoming cars. So he must have told the investigating officer that there was no incoming vehcles. So the investigating officer must have found i didn't tell him the truth about incoming cars. That means i had some fault.
2.Can i tell my insurance company what is different from what i told the investigating officer? Can i tell my insurance company i only stopped once and didn't stop the second time when i was hit? If my insurance company asks for police report in which i said i stopped the second time, what will happen?
Should i tell my insurance company the same thing as what i told the investigating police officer?
