與會者陸續到場,可能是因為每年都來開會,她們和本虎的同事們顯得都很熟悉了,隻有本虎因為是新來的,大家進來也就是打個招呼。
這時,終於,一位優雅的東方女性款款走來,我們例行地自我介紹後,她就坐在了我的對麵(長條的桌子,所以離得很近)。這位中年女士是韓國人,目前在曼穀工作,她的名字叫金恩珠(Kim, Eun-Ju), 本虎還不知天高地厚地請她在紙上用漢字寫出這三個字。
金女士始終是麵帶微笑的,在會議正式開始前用餐中,她一直溫文爾雅地吃著盤子裏的魚和胡蘿卜,不時地和左鄰右舍說話。本虎是近水樓台,和她聊得最多,她詢問了本虎的教育和工作背景,我們甚至聊到了韓劇和中醫。她對中國的情況也很了解,並稱讚我們的吳儀副總理是了不起的女性。
直到我們的主持人開始講話,本虎才恍然大悟,坐在對麵溫和的金恩珠女士是整個國際電聯職位最高的女性--電聯亞太地區的一把手。大家都把她當成在場女性的驕傲,本虎還真拿著豆包沒當幹糧,跟人家傻說了那麽半天。
大家開始輪流發言了,本虎注意到不少人仍然在繼續吃東西,或交頭接耳,金女士(大家都稱她金博士,Dr. Kim,本虎卻覺得這個比較男性化的稱呼,不適合她這樣一位最愛藕荷色的溫柔女性)卻是即刻放下了刀叉,再沒碰過,並且拿出紙筆認真地傾聽、記錄。
輪到金女士發言了,她的講話從結構上十分有條理,內容上又看出她是非常細心的人。她說,1992年她第一次參加這樣的早餐會時與會的女性隻有5人,而今天在座的共有25名女性,這本身就體現出這十幾年中電聯內部女性地位的提升;把目光放到國際電聯以外的國際組織,金女士說,最鮮明的例子就是中國香港的陳馮富珍女士在2007年1月就任了世界衛生組織總幹事。金女士滿懷信心地說,如今有許多人致力於改善婦女生活、提高女性社會地位的工作;聯合國秘書長也對在國際組織的女性職員狀況十分關注、很多國家的大學還設有專門的獎學金,為女生提供更多的接受高等教育的機會等等。
工作午餐結束了,本虎有點戀戀不舍地和金女士告別,其實隨身帶的手機就可以拍照,但是考慮到本虎作為主辦方的一員,如果隻和金女士拍照可能會顯得厚此薄彼,隻好揮揮手,不留下一張照片。
回來在網上搜索了一下金恩珠的名字,天哪出來的全是一個同名的韓國當紅女星。還是搜索了她名字的拚音Eun-Ju Kim才有了下麵一段英文簡介。
Dr. Kim Eun-Ju is currently Senior Adviser for Asia and the Pacific Region in the ITU, responsible for ten countries started from China, India,Korea, Japan, Mongolia, and Maldives in 2000, and extended to Bhutan in 2002, and Bangladesh, Nepal and Sri Lanka in 2003 respectively.
Her additional thematic functions include gender & youth, policy & regulatory issues in telecommunications and ICTs, and partnership with private sector members for the whole Asia and Pacific region with over 40 countries.
She has been undertaking various projects and organized meetings/seminars/trainings at national, regional and global levels through a wide range of partnerships from UN ESCAP, UNESCO, UNCTAD, WTO,APT, APWIN, INMARSAT, national administrations, and private industries to NGOs.
She has also designed, initiated and updated the virtual regulatory training modules and sites under the partnership initiative between ITU/COE and Hong Kong/OFTA; as well as managed to implement regulatory trainings for three sub-regional countries (Laos, Vietnam and Cambodia) jointly funded by ITU/COE and ADB.
Before she joined the ITU, she has served severalsenior posts in several different countries such as Director for Regulatory Affairs of the ICO Globalbased in the UK, Lecturer setting uptelecommunication regulatory courses and lecturing at the London City University, and Senior Adviser to Ministers in the currently Ministry of Information & Communications in the Republic of Korea.
She has been educated from the Seoul National University in Korea and the London City University in the UK for her two Masters and Ph. Degrees on Communications, Communications Policy, and International Organizations respectively.
Seven books and over sixty articles have been published and presented in several different languages and countries on such professional areas as telecommunication policy and regulations, ICTs,gender, standardizations, international organizations (UNESCO, ITU, OECD, ISO/IEC and Intelsat) and relations, and new emerging issues like e-commerce and cyber-laws. She has also presented numerous papers as well as chaired and represented at a variety of international meetings and conferences since 1988.
