Disagree. There is no problem in Tibet. How the west look at China is the real problem. No matter what China and Chinese government do will not help those mostly die-hard westers, I mean, people not only governments in the west who are brainwashed by the cold war for >50 years. The only solution is time and economy. In 20 years when China's economy match those of the US and EU then I guess our voice in the world will be loud enough for people in the west to hear. In this world nothing is free and baby crying louder gets the most.

I am disappointed to see even you thinking this way: do you think by having the Chinese people unite, that the problems would just go away? The human rights condition would improve? The Hans' discrimination of the Tibetans would evaporate? That the media censorship (the very basis of western "unfair reporting" in the first place) would go away?
Those are the root of the problems as a result of the Tibet situation -- these problems occurred as a result of the erroneous policies implemented by the GCD government and the Hans' discrimination of Tibetans. Until you are first willing to face the problem -- by looking at the things you've done yourself -- the problems will not solve themselves.
That being said, I am against Tibetan independence and I think the GCD should negotiate with Dalai Lama.
Have French, German and other anti-china heard about 達賴-08 speech?

suggestions -- forgive
I feel those Tibet Chinese have been in suffering aboard. They should recognize now that rebel is not the way -- it is a wrong thing.
I believe most of them actually are followers. I would forgive them and give them another chance to return their homeland.
I would suggest Chinese government to make an international announcement:
1. Chinese government ask all Tibet Chinese who run away before to come back to China as regular citizens.
2. Under Chinese law, anyone can practice free religion. All Chinese citizens are equal in social status in China, no matter the regions and religions.
3. All retuners should register to the local government where who originally come from. The government will forgive all what they did and they said before which may against the law.
4. For those willing to return but very difficult in finance, Chinese government is willing to support in some degree. And, Chinese government will try best to ask all other ethnic Chinese for donation (money, material, transportation, time, ...)
5. After returned, the make-living is self-rely based, just as all citizens. The local government will try to help the employment, training, and education.
