The arrival time is NOT the touch down time, it is the end of the "Blocked Time" of the flight, i.e. already including the taxiing at both departure and arrival.
You misunderstand the concept.
On top of it, on a long haul flight, pilot often makes up the delay departure time during the flight. This is often done, especially on flights crossing Pacific.

ALL airlines would close the gates 15 min or even earlier than the departure time. That is why on the ticket it always reminds you the time to arrive the gate, it also would/should have the Gate Close time. Normally it is 15 min before departure. Though some LCCs have a much earlier time. These information are on your Boarding Pass.
Most airlines dont even broadcast the gate close time. Few of the US3 flights would broadcast this at US airports for example.
