The good deeds done in the past creates mutual empathy which will serve as a channel for peace in the due time. This is very fair. It is the law of karma at work, which requires no mysticism to see here.
The bad deeds done operate the same way too.
The immense reservoir of arms will be a hugely concerning issue to handle though.
