Modernization or not isn't important, and definitely not essent. The prototypal modern countries have a lot of modern problems, sometimes deadly, should that be part of modernization too?
If one comes up with a system better than modernization, then it is the system, not modernization.
Again, identify with the good, from whatever side it comes, modern or not.
"Modernization" can be an inspiration, a motivation, even a hype for the moment in order to bring people together and put them in action, but it in itself is never an executable policy.
